Yes, private money, but you need to build up some reps and proof of concept so friends and family can see what you have done.

Also, in Southern CA, we have a lobbying group named the BIA (Building Industry Association)...they lobby for pro housing legislation both at the state level and city/county level. 

I gave him some ideas, (OKC, Omaha, parts of TX) and he was dead set on the south.Thought this would be an interesting question that if you want to build a portfolio but only could target homes under 250k to hold as rentals, where would you look? 

Usually you can lend for flips and builds.
