I have been able to talk to a mortgage broker and have been approved for a loan as long as the appraisals accurately reflect the valuation.

The IRS considers it a loan, just like any other, that represents potential interest income to the lender (in this case, you).

However, do you have an existing loan/mortgage on the property? 

As market values plunged, banks called loans (lines of credit) and held firm on builder draw dates.

Is this something I can deduct from their security deposit if there is more damage due to them not notifying me immediately?

What can we do, I am currently in a contract with this property, it is originally a single-family home and the owner added (3) 1 bed 1bath units at the back (without securing permits).
