Any advise would ba appreciatedwithout “consideration” (earnest money) there never was an enforceable contract.  

Same with code enforcement or building permit department.   

The lawyers you have contacted will have no problem enforcing the real estate contract that was signed. 

Hard to enforce anything on a verbal lease.

I was just at a seminar this weekend where the guy in charge of enforcement for the City was speaking.  

Enforce the lease but she is likely going to make it an emotional support animal. 

Verbal agreements are really hard to prove unless multiple parties are witness, emails might be an enforceable declaration to an Arbitrator. 

Places I have lived in the past have these statements and while usually it was not strictly enforced, they would make sure I knew this signing the lease in case I were to have someone stay too long and also had the affect of myself making sure I didn't break this rule even while I knew it wouldn't be enforced strictly.

HOWEVER, SF usually around here with either ignore the appraisal award and force you to file suit to enforce it at a heavy legal cost, OR they'll gut it and say certain items aren't covered which is garbage.If the insurer is refusing to properly inspect a loss or adjust it, I usually go the DOI route first.

At the end of the day if you can't explain it how can you enforce it.
