This notice would not be given until contingencies and funding are cleared, and you are locked in, just waiting on Escrow's timetable.Once the transaction is completed, you should immediately send or deliver a new notice to all Tenants with additional contact information, for accounting questions, maintenance requests, and whatever methods you prefer.

Here's how to avoid this in the future:  pay for the materials directly and have them delivered to work site and/or picked up by the contractor. 

I find that as soon as the proper notices are delivered via certified mail and taped to the door, and words like judgement, eviction, wage garnishment, collections, ability to rent again with an eviction on the record, "company policy that we don't deviate from ever" etc. come into the polite, professional conversation, they find the money.

The way the regs read…the party that acquires the relinquished property from taxpayer (the current QI) needs to be the party that delivers the replacement property to taxpayer.
