Do I have to go to county Court ?

We have newly acquired side by side reo duplex surrounded by (kinda like a court yard) 4 duplexes of the exact same all owned by a different long term owner.

File complaints, restraining orders, take the landlord to court.

If that were the case, wouldn't it just be between the IRS and home owner in federal court, not involving the county?
