To @Bryant Brislin point as well - you probably don't want to start anything without first confirming that this spot would be feasible for a national chain, or at least a local chain/restaurant that would be interested in the space. 

I have seen some decent lots sizes as well to add in an ADU or Carriage Home/mother in law suite.

If the budget surplus is known at the time of the sale, then the seller may be able to get a pro-rated credit on the closing statement, but usually once the sale is done, it's done.

More info is needed but, depending on how much you paid for your current home, buying a a new home and renting your current one may not work too well if the rent doesn't generate cash flow or at least cover the mortgage payment. 

If you’re buying in a desirable neighborhood and have the capital to do fantastic design and furnishing, you will still do very well.
