Unless there is something specified in the contract/agreement you signed with the property management company, that money is yours/your responsibility. 

We are currently waiting for TOPAs to be signed, which has been going on for almost a month.

We will compensate our realtor $300/lease to show and handle lease signing and coordinate with handyman for any minor repairs and reach out to others when more specialized repairs are needed.

It's one thing to rant about dissatisfaction with terms of a contract (after you've willfully signed it), it's quite another to suggest egregious violence because of it.

The short answer is the financing depends on many factors; income/assets and credit of all partners or parties to the transaction on the buyer's side, operating income statement for the building, deferred maintenance, occupancy all come into play.Stephanie
