So if the current tenant is being evicted for non payment of rent, then it is likely that they are also going to be losing their voucher and very unhappy.

So you wind up in situation where you are building up no equity at all ( in fact losing equity) but paying a park rental fee every month. 

If you find a qualified applicant you can transition without losing any rent.

So a 50k loan at 2 points makes them 1k in fee's  that's a ton of risk for such a small loan and if it turtles you can lose half your money in that market no sweat.. that is the other major hurdle.
