I am going to start with an option to purchase that allows that opportunity, but I don't want to lock myself into an unreasonable offer price until I am confident in the right number to offer or walk away.

The newer the paint was when they moved in I'd feel more confident of shifting more of the cost to the tenant for damage, as opposed to if it's a 10 y/o paint job you'd have a hard battle to say you as the LL didn't get the full expected life of the paint due to tenant damage.
