If I added a 3rd bathroom no one would ever know any better because my house had a CO in 1967 , it doesnt ever need another .Sounds like your towns are police states , why would you let someone in to search your house for extra bathrooms or bedrooms . 

There are pros and cons to all investing though, so i'd choose what ever gets you closer to your end goals.

Bozeman, MT still licenses non owner occupied STR in all but R1 zoning, but I suspect that will change in the next few years.

The other item I would consider is whether you can add value (increase revenues and/or decrease expenses) during this time period that will help mitigate the rate change.

Keeping your current place as a rental is also a great move, though lending guidelines have changed recently to make it a little harder to count that rental income when qualifying for the new place.

It's a two way street.For me personally, going by once a month to do an AC filter change, and my lawn guy going twice a month to do yard work, plus any other on demand maintenance visits, combined to give me a fairly good pulse of what's going on without any perceived intrusion to my tenants.
