The only reason I can think of to not buy in Winter is because snow may cover up defects in the lawn or driveway or around the foundation, possibly a dead tree that the seller didn't disclose.

They had concerns about liability, possible spreading to vegetation, trees or adjoining properties and air pollution from general burning and burning of toxic substances such as lead, asbestos, etc. 

There are a lot of trees, hard to see through the global map.  

Too much carpet and vinyl rolled floor will dramatically increase your turn cost. 3rd thing to look for is exterior maintenance items such as water drainage issues, trees hanging over house, fences and external buildings.  

Add in some road repair, the park's electricity bill, septic repair, tree trimming, office supplies, general operating expenses and the remaining $14k can disappear real quick.

@Frank Calderone  It may also be to your benefit to have any costs estimated you aren't familiar with ( i.e. road work, tree trimming etc.
