One person owns 33 units and another one owns 6 units, so it seems like they might have been doing the bare minimum and now it costs our building more money in the long run for their bandage solutions.

You should call as a prospective owner/customer and see what's standard in the marketplace. 

I would think the only possible compliant solution would be to offer virtual tours, as this would not be a physical operation.
