I would suggest contacting the apartment association local to that region and join and get some of your questions answered about local rules and regs. 

I ended up with a small regional bank willing to make a portfolio loan.

If the landlord laws are unfriendly, they are unfriendly for everyone in the region and the prices/yields tend to reflect that higher cost of business.

This acquisition is intended to leverage financing from the regional bank that financed the other commercial properties my LLC holds, so the appraisal (and timing of the report) will be important.

This would have been conveyed to you.Do you see any legal way to move to a new primary residence without selling or needing new approvals from Regional Planning and Building & Safety for the re-conversion to meet applicable single-family residential development standards under Title 22 (Zoning) of the County Code?
