As the answers will varies, i invest out of state(South Florida) and renting in NY 🤷🏿 working well and cash flow...as all would agree be sure to have boots on the ground.

This case occurred in California; results may vary state to state....and I did not see any of the deposit returned to me.

Tenant's wants and needs vary.

Inspection/Appraisal Fees - This I understand can vary based on the property type/etc...Does anyone use a % of price paid for this?

The others here have given  you the info on how much this can vary, my original response should of be couched with "typically". 

If you're comparing properties all in the same market, it might give you a general idea if one opportunity might have a better return than another but if you are comparing across different markets, the 1% rule is meaningless since operating expenses can vary significantly from one market to the next.
