If it is cost prohibitive to have a utility do it, submeters are cheap and easy.Each unit should also have it's own individual water shut off, this is an ideal place to install a meter.

They are cheap.Ryan:I am a firm proponent of everyone should be accountable for themselves and agree that separate metering is the preferred way to handle utilities.However, I also know from experience it is not always possible (not all jurisdictions permit sub-metering) or feasible (ie. it may be cost prohibitive to separate water feeds to each unit or replace or replace a common boiler) to separate utilities.

The problem is that legitimate houses such as yours (hopefully) are given a bad name by people who claim to be running "sober living" houses as a way to try to get around zoning codes that prohibit rooming houses.

thanks guys n gals yep the lease agreement in this instance that she just signed says leased premises are for residential use not business use.. her argument is occasional client visits to her home are normal in her profession.we are still sticking to the presiding reasoning that disclosing the owner's SS# isn't warranted as the lease prohibits business use, thanks but she is being persistent and threatened to petition IRS that our owner's rent roll should be 'audited'!
