yes the northeast in general is under performing in comparisons to other regions. however you lose local knowledge,  but I would at least start looking at data.

The Nashua Assessor's Office are helpful and nice people but they DISCLAIM their GIS data/mapping is correct. 

I will ask several PM company owners I know in the case where the utilities don't provide the data, if you still think this approach has value.
