I agree, the danger is in the banking systemSince banks don't actually have much money in the vault, (look up "fractional banking") the one thing the government can do is pre-stage pallets of money, like they sent to Afghanistan(thank you taxpayers, for your generosity) to keep the ATMs operating and to have at the ready if there is a run on the bank.
