You can also buy a "partial" which is purchasing a set amount of P&I payments on a performing note at an agreed annualized rate of return.

This property seems ripe for a value play, but I agree with what's already been mentioned--hard to tell if the current price makes it a good deal.

I do not have any units in this area either but I have been researching the area and I'd have to agree with @Zachary Paul.

Whatever you decide, don't drop the court case till the tenant has followed through on the agreed moveout and payment.  

They basically all agreed to move out without too much argument.  

Find a flipper, share what you think are deals and if they agree, LOCK EM UP!!

I think I would try for 50/50 and hope they agree.
