I would think you'd have to do that as a water fee or something and not as rent.I don't think you can charge single occupants less than say couples or couples with kids.

Plus, @ $50/mo, the tenant likely doesn't realize they are paying more than they would being individually metered since you only pay one customer/meter fee which makes up the majority of that charge...$35+ of it is likely a per-meter "customer charge" and not based on usage.

That said, your best bet is to get on the phone and start networking with contractors and looking at their work (go to their jobs) and finding out their pricing and what they are charging for the flips you're looking at.

If you need to pay them back over a 2 year spread or when the property sells then I would charge them for the time it will take and the attorney fees for each and every deal you do with their money.
