Prices are low and the University seems to be growing (and supported by the state) which makes it seem a little safer.

I'm looking at buy-and-hold investments and I plan to start slowly with cash, then expand through leverage as my comfort and functional knowledge grows.

If you wait until age 59 1/2 or older to take an i-kind distribution of the property, federal taxes will apply,and depending on your state of residence, state taxes may also apply; however the 10% early distribution penalty will not apply. 

If you're worried about legal risk, don't start a grow operation.

I’m essentially your age (23) and decided to go the out of state route myself.

Not a great deal per se, but the area is growing with some cool millenial-oriented developments.

I know the area somewhat due to growing up just across the river in the Poconos but would love to work with someone that knows the areas potential and can help find deals.
