Should I put heloc on the 3-plex due to the current low rate and use the cash to BRRR?

Hi BP Community,I’m a “new” investor and find myself in an in between phase that seldom gets talked about on the podcasts or in the forums.

I'm looking at a mixed-use property (cafe on bottom floor, 2 apartments above) with an asking price of ~850k. 

There was a water supply line that got damaged during hurricane Milton, resulting in a $600 water bill.

But with every successful transaction, my confidence got a boost, and I got more comfortable taking on bigger projects.

Is/are the loan(s) on the properties a high int rate?

If not from CT and there's any networking events or groups online - id love to hear which groups you recommend/ webinars . lastly, any advice on how to properly approach investing professionals as a beginner - would be greatly appreciated. 

It is basically taking your mortgage loan and having a 1st lien on it and it’s essentially a line of credit on your mortgage but your checking account and your mortgage is one.
