Going back to having difficulty putting a number of savings to discount using vendors....Maybe reach out to vendors you already use a lot, tell them what you are doing and see if you can get an approximate number. 

I have even sold some that need work(with full disclosure at a discounted price).

The cost to rehab these homes are not that expensive as many adjusters calculate it to cost but appraisers will hit you with a lower price if it was flooded so need to run numbers to insure you are buying the property with enough room to discount to insure a profitable exit out of the deal.
