I have two tenants who pass the sniff test with landlord references, solid job, etc.

Hello - does anyone know if you can be an off-state resident (with no RE license) and take the RE license test and be licensed to operate in AZ?

I am second generation, raised in the USA and fully part of the culture.

When we bought our 14 unit building a couple years ago, we just simply raised the rents. 

If you ask the seller to test the soil and they do, and it comes back contaminated and the DEP has to be alerted, the seller is going to hate you.  

Any word of advice on repositioning the property after closing on it, raising rents on existing tenants?

.$625 might be pretty cheap for your area, which could mean you have opportunity to improve / raise rent, but it also might mean you are dealing with a tenant population that is a bit tougher to manage.
