I know that by law (regardless of what a lease may say) landlords are supposed to provide basic amenities (hot water, electricity) to renters, but what are the timelines that such services need to be made available to the renter when there is a plumbing or electrical failure? 

As others have stated, you want to get your own independent engineer to give you a report so you know exactly what needs to be done and can then estimate costs.

I actually use a site that verifies all pets/service animals/emotional support animals ADA/ Fair Housing guidelines.
