I would not worry so much about the small stuff, the biggest impact issue is capex: you have 4 sets of everything, probably 20-50k of deferred maintenance of the bat and then ongoing capex and improvements. 

I am hearing that many are saying not to do the inspection just yet as it just went into effect 1/1/24 and some kinks are getting sorted out in terms of process.

There is a lot of headache and the section 8 process is management intensive.
