Is that an area you've investigated yet? 

I suggest driving down the street and writing down the addresses then trying to contact the owners by mail or over the phone from home to see if they are even interested in selling before you invest so much time in investigating the property.

If your seller is refusing to handle the problem and is not allowing you to investigate how deeply you may be committed then your best bet may be to walk away.

My limited investigation has found push back from the market until after the project(s) are completed and they are the pride of the neighborhood (who would of thought?).

You are free to post what you want, but if this were a public offering, I would be calling the SEC for an investigation. 

He may or may not be a risk but not worth your time and effort to investigate any farther.

If I lived in the area I would investigate more, but it seems to have too many moving parts for a long-distance investor.
