Also I believe it’s priced lower due to the area, I’m not going to be living there so it doesn’t really matter I just think with potential rental income it might be worth it because I wouldn’t be getting a mortgage but buying out all cash.

Most folks that are offering you a cash offer + offering to pay off all your closing costs typically buy at a good price (if they're investors).

He is willing to sell at about 15% below value so it is a tough buy and hold sell to an investor.
