Each city has some not so good areas but for the most part the neighborhoods in Cove are better than similar ones in K-town.

If you dont plan to live there, or own it in an LLC, conventional is the only way to go, FHA wont touch it. 3) Philly is very neighborhood specific, so make sure you know your streets and blocks, because they can go from "A" to "D" within a few blocks.

a house hack would be an ideal but it all depends if we will be able to find a solid property in a good neighborhood ( because of my little ones.. ). if we are not able to find in a decent neighborhood then we will only be investing.

It's 98 years old, and not in the best neighborhood , so I took that to mean a Class C, but with little if any deferred maintenance.
