For those with natural gas or propane, they can be a great choice.

I think VCSH is a great choice too.  

My complaint was found "legally sufficient" meaning the state feels an investigation into unlicensed brokering is warranted.

One thing you want to be aware of with FHA on 3-4 units properties is the self-sufficiency rule.

Lender of your choice needs the other appraisal to be able to find out.

I belive it's more a result of not sufficiently upkeeping old construction. 

If renting would be the better choice, are there any investors that have a property that could accommodate them and their animals?
