If I find the property owner of a vacant property and then I am able to find them on Facebook or Twitter or another social media site, is it appropriate to send them a private message inquiring about buying the property?

What have been your experiences advertising on Facebook, Instagram, etc for finding deals? Does the "We Buy Houses" advertisement work within these markets? 
If so, what is your best advise? I am in the Hampton Roads...

Im still hanging on to a judgement for one tenant that i will never see a dime from.Anyway im just frustrated at the situation landlords are in...my comment was a bit tongue in cheek since some states are forcing exactly that "first come first served" kind of thing and especially in the current environment i feel like a victim of a social movement that hates landlords and property owners....its just frustrating and hard not to go super protective mode on ones hard work and investments
