A person generally cannot legally claim an interest in something for which one has not paid, so I wouldn't be particularly concerned about the paralegal aspect of it.If it were my place, I would write it off and just look to lease it to someone else.

Same aspect to loan servicing or collection of hospital bills or car payments clearing some collection service, if the obligation exists then the collector is entitled to additional late fees.But if there is no financial risk to a collector they are only passing funds through as received, that's simply management.

That is only true in some areas (and may be true in yours), but if you want the best of any given class of tenant, you shouldn't focus just on the durability aspect.
