So the block and neighborhood is average price $600k the house is not in great shape but a builder would usually tear down rebuild and sell the new build for maybe 950k on a block like that.

There is similar activitya few blocks away over by the Hoen Lithographic Building on East Biddle.

I will assume areas with a higher number of rentals will be more competitive and have more C and D tenants than areas with higher number of owner occupied homes..For example, purchasing a duplex on a block or area where they have a lot of duplexes.

The lot-size requirement to build a 2 flat in this zone are: 1) 2,500 sq/ft per unit (5,000 total), which isn’t met, OR 2) 1,500 sq/ft per unit (3,000 total), which is met, as long as at least 60% of the buildings on the same side of the block have 2 or more units.
