It also mentions what the recourse is if you stop paying.A non performing note is basically a promissory note where the person stopped paying.

I'm no expert on the matter but if you are limited on information on the property to access what kind of cash flow it can produce I would stay away.

It may be tenant misuse or it may be something like a toilet that never stops running that goes unnoticed.

The city's appeal is the continuous flood of new restaurants opening, the music scene, a festival or 5 every weekend, easy access to beautiful city parks and walking trails and paths, an easy airport to connect quickly, and that ole southern hospitality. 

It might be like a one-stop shop, but it's best to just buy the asset and set all the other stuff yourself.
