Hey Taz, I am aware of one, usually caps at 70% leverage with more of a "limited" recourse, but sounds like it is what you are needing.

I have called LAHD (Los Angeles Housing Department), and they have no idea, apparently no one has seen this scenario, or they are just incompetent.
