I'm looking to speed up acquisition of a 2nd rental OR at the very least save some monthly costs (if combining the 2 mortgages saves me enough to make it worth it).I have equity in my primary residence equal to about what I owe on my rental.

Risks are very limited in a duplex IMO.Now, in larger complexes liability extends to the grounds, such as parking lots and driveways or private streets, that's where you will see 5 MPH speed signs and the signs of "slow children at play" (like how slow are they?).
