I want to own all of the property to include the land, and maybe I do not fully understand what I was researching on that topic.

With regard to the "contractor agreement" you mentioned, I would absolutely get it in writing from the contractor exactly what work will be carried out, when it will be carried out and what is included for the agreed upon price. 

What some other property managers do is just advertise renters insurance included and up the rent by that amount then place it on each.

If they don't take the money, they just finish the tenancy and vacate in fall of this year which is simply a bad time to bring a property for sale.And yes, I'll be asking them if they are interested to buy as well.Question is - is my offer reasonable?

Add 3 more months of monthly expenses ( including utilities, insurance etc) to cover the vacancy of potentially distressed property.
