I wouldn't do any of the qualifying of leads, I would leave that to the Flipper/Wholesaler, but they would pay for the leads driven to their website.

That data is obtained through other owners, property management companies, and/or utility providers.

From my empirical data, in any 24 hour period you are allowed to cast up to two votes for any single user.

I'm quite certain that if there were data available it would show that on a percentage basis more people have success getting their real estate license and closing a deal than those that will ever actually get a wholesale deal done.  

Maybe they picked up this property at an auction for $5000 and are looking to unload it quickly.The reason they are willing to sell is a critical data point in the sales process.
