I would immediately instruct your PM to tell him that he is not authorised to perform any work on your property and that in the future he submit a written request if he has a desire to do work.

He said the foundation is "performing well, and will for many years to come in its current state".

Find/Get a Team put together that is local to where you perform and experienced in what you are doing.  

Sure it might or might not appreciate, but map out the cash-flow in a spreadsheet for years ahead and see how it performs...I hope that helps.

Contractors do not perform as advertised, the city puts a lien on the property because the borrower stopped mowing, taxes become due, the servicer adds an loss mitigation extra step that no one else does because they interpret RESPA differently and want to triple-cover their asses. 

I have 3 SFH and have performed a flip, so I have a better idea of what I'm doing and have experienced the Money Pit house that gave me a lot of "experience".

As a property manager, when I am asked these questions by a potential owner here is what I say:A good property manager will ensure the property condition is maintained (actually make visits or have visits performed).  

With an arrangement like that, there's no incentive for the PM to perform.
