I don't see many with any amenities at all and building them into a budget with only 4 units usually isn't feasible. 

I've heard/seen some contractors take 1/2 up front and not return for months [if at all].   

We're finding fixers all over Sac.

Unless economic issues arise, all I continue to see happening, is what has already been happening and that is growth.

All roof vents are capped so that’s highly unlikely.

I think the best bet would be to surface it to all the local investor groups here.

I have an STR in Glendale and cash flow because of that, but if it was an LTR I'd have a little bit of negative cash flow so I'd recommend holding onto it especially with all of the new development in Glendale. 

Negotiations focused on offering an all-cash deal and a quick close, which allowed us to secure the property at $400,000.

We don't provide tax services (just bookkeeping/CFO) but are huge fans of receipts in all circumstances just in case...
