Would they refuse to sell the properties to redevelopment firms for value add or to be willing to relocate to a location more suited for the income/work proximity of its tenants?

These necessary funds may go unpaid by Property Owners for various reasons (Death of Property Owner, Divorce, Relocation, New Jobs, Loss of Income/Wages, etc..).

I have my first property due to a job relocation but am looking to future rentals purchases. 

The story the scammer gave the prospects was that he was a missionary and had relocated out of state and if the prospective tenant would send him the deposit money he would send them the keys and have someone to let them in to inspect the inside of the property.

Say a new investor is starting out and he can relocate himself to anywhere in the western states that he wanted ( Montana, Idaho, Wyoming, eastern Washington, mainly for outdoor interests).

See if they or a social service agency can help with the logistics of her relocation.

No owner operator and there has to be seasoned managers and assistant managers on the books and it still cash flows great.I look for motivated owners where the business is awesome they are just motivated for personal reasons. ( partnership split, other interests, another business needs more of their time where they have additional risk exposure, death, health reasons, relocating, divorce, retiring, etc.)I want to hit price to net profit of 2 or less.

Agree with others who say a short-sale by itself isn't entirely a dealbreaker -- because perhaps was simply a strategic business decision due to life-change, job loss, or relocation etc.
