Moving forward spend a lot of time looking up HVAC system, roof, water heaters etc.

The old tiered system has more or less been replaced w/ a new TOU (time of use) system. 

Confirm there are no active leaks in the water system.

It's an easy system to game if you know how to do it.Also the percentages are a bit a deceptive because you need to pay to be listed on there.

You might look into something like a thermostat plastic cover/lock option, but again if they want to reset the wifi box that bad, they probably know how to YouTube lock picking and can easily open up a basic lock box type lock.A lot of the wifi systems these days allow a mesh type network to allow for more coverage.  

I would suggest partnering up with someone CT in some fashion to learn the ropes and watch a project end to end with the goal in mind- you want to build a system.

Some maybe, but it seems most are on the honor system.
