If it does need a roof right away, ask seller if he can do so at an increased financed amount rather than out of pocket....I think coming up with $12k will take some work on my friends part..   

Right now the rents may be a little low, but I'm not increasing, because people want to stay.

Also, if they caused an incident, they insurance pays, not mine and I don’t get an increase in premium. 

Generally speaking, increased interest rates means increased Cap Rates which means lower relative prices.

Many lenders are doing periodic occupancy checks and because the property is investment / Rental, if caught committing "Occupancy Fraud" the lender can call the note due, foreclose and the owner is out like the fat kid in 5th grade dodge ball!

Since I have commerical multifamily I can also nudge rents up and (if cap-rates stay the same) can force appreciation even if the dirt doesn’t increase in value.
