Asbestos containing material is not harmful until you mess with it get fibers in the air, which get in your lungs.Problem with removing is that you will cause a lot of fibers to become airborne, that's why its so expensive. 

Of course it depends on the condition of the property but the requirements are pretty basic to make the property habitable.

I hope anyone who has been financially harmed by them can get some satisfaction, but as @Wayne Brooks has said, there are so many people lined up, there may not be any money left to satisfy any judgments.

A garage is not considered habitable space and does not meet requirements for sleeping quarters, so you will need to bring it up to code in terms of insulation, electrical, egress, fire, mechanical,  etc.
