I believe that water and sewer is generally picked up by the owner in the east side as well, but this may differ if you are investing in single family.

The seller is asking 50k but I believe I can get the property moderately cheaper; however, whether I pay 40k or even 30k, its not going to change the mortgage payment much, thus not really changing the cash flow.

They can:Sell it- As I said, in today's market they often used Auction sites or the MLSCollect on the insurance- I believe they have 180 days to file a claim but I could be off on that.

These are confirmed by a VA appraiser though - some are more strict than others; but an experienced Realtor will inform a seller when they believe the home will not pass an appraisal.I would recommend getting pre-approved for a standard VA; trying to find a VA construction loan and searching for an ugly buy safe, sound, sanitary multi-family while you do that.
