Its hard to know the ROI because its unlikely if a tenant likes the rest of the house they will not rent it because of this, but also I want this to be a house they enjoy and not have a frustration like this everyday causing them to want to move out sooner.

If they are over listing and I apply 65% - the rehab and they know I have say 200k in my account, they know i can afford to pay lets say 87k instead of my offer

For example, if you can afford to pay $1000 a month on your mortgage, at 6% that would be a 170k house, at 4% that is a 210k house.
