And although the heating bills could be high, they were manageable (never had one more than $500) I kept budget billing which averaged the heat bill over a years time and I used utility choice after Peco got rid of its residential heating rates.Now that I've moved out and put tenants in the unit, they are getting VERY high heating bills upwards of $900 per month.

If any seller agrees to a lowball offer from a wholesaler - who "beats them up" so to speak - it's a value their mind decided they should accept to rid themselves of this tired home - that they may have contributed to the negelect over the years ( yes- I know not all homeowners live in it... for example purposes only).

I have found that when you flip a manufactured home you have to get rid of any interior wood paneling or seams and replace with sheetrock.
