I know there are many avenues to go down for funding, but I am looking for good advice on the best approach for this, and if using investor money is the best way to go, what is the best way to set up the payout back to the investors, via.. partnership or ROI. 

That $200/mo today might very well become $600/mo down the road, and then $1,000/mo...But back to our limbo area.

For Regulation D, Rule 506(b) Offerings, you can self-certify by answering a set of questions designed to see of you meet one of the SEC's 8 definitions of an Accredited Investor.

Areas I think would do well are those where people are moving back to or highly desired - Arcadia, Scottsdale, Tempe, Gilbert, parts of PHX, and Chandler / Mesa.
