From the way you describe it, this seems kinda odd but it's not enough info to know for sure. 1) Jumping on every deal... if you're expressing interest in these deals, then that's a good thing for them to jump on them.

That's the capex number for that item per year.Maintenance is $300-400/year/unit but for a 4plex the variance may be big either way.Vacancy is not an expense but it can be expressed as a percentage of rents.
