If your builder does a poor job or doesn't finish the job, your lots are worth significantly less 10-15% of what you paid versus 80-90% of say a multi-family.I would argue that the CA housing shortage is an artificial creation posed by city code and development restrictions, environmental, etc.

If they can't find anything obvious, next step would be to visit an engineering firm and have them do a preliminary analysis.Some big questions would be whether you plan to leave the existing house, whether this is easy access to all lots, what the utility requirements are, whether it's public sewer or septic, and if septic, is there room for a septic field, etc.If the initial engineering analysis is promising, you'll need to do site surveys, a site development plan and potentially some environmental planning.
