There are only a couple of roads in and out of that community, and it's historically been very dry there.

An example: the Windows are rotted.

For a long minute so cal has been slowly drying away.

BUT . . just had my house inspection: house will need new roof, new furnace, and the sill plate on the garage 'fixed' somehow as it's rotting fast! 

Make sure you use a good quality caulk, especially if you end up caulking that joint, as the cheap stuff dries up and cracks within a couple years.
